[LinuxCNC/linuxcnc PR#624] Add some build-time dependencies found with Raspbian About GRBL HAL

Just the things I needed to apt-get install to compile. Not sure of the configure file formatting though.

There is also a run-time dependency on python-glade2.

I would add Raspbian-10.*| as well to cover any minor releases.
Debian-10|Debian-10.|Raspbian-10|Raspbian-10.)

I think this is covered by #672 — let us know if not.
