[LinuxCNC/linuxcnc Issue#113] update_ini script no longer runs

23ddbee2d09 broke automatic conversion of 2.7-style configs. Now when you launch linuxcnc with an old-style config it says:

check_config: ERROR
  No such file <-i>

Reverting that commit makes it try to update old configs on the first launch again.
